Although a number of anthologies on the philosophy of punishment have been published in recent years, the inclusion of a number of important but rarely reprinted articles makes this volume a valuable addition to the field. Included are such historically important figures as Plato, Thomas Hobbes, and St. Thomas Aquinas; such rarely included figures as G. B. Shaw, Samuel Butler and Karl Marx; the important but ignored Mill-Gilpin controversy on capital punishment; and the hitherto nearly inaccessible paper by Richard (...) Wasserstrom, "Why Punish the Guilty?" Along with these fresh selections are numerous influential, widely-reprinted classical and contemporary essays. The selections are grouped into five sections, the largest of which, constituting nearly half the text, deals with the justification of punishment. The various justificatory theories are classified as teleological, retributivist, and teleological retributivist. The latter theory, not clearly defined by the editor, is represented by W. D. Ross, H. L. A. Hart, J. D. Mabbott, and K. G. Armstrong, who relate the teleological and retributivist elements in their theories in quite different ways. A section entitled "Alternatives to Punishment" provides selections which question the justice of punishment, its deterrent effect and the success of our present penal system. The other sections deal with the strict liability issue, the concept of punishment and the death penalty. Although containing good selections, the sections dealing with the latter two topics, including four and three articles respectively, are quite short. There are long bibliographies for each section and an introductory article by Professor Ezorsky examining the various justifications offered for punishment and arguing for a teleological retributivist theory.—M.G. Just how is obscure. The logic of discovery is elusive; and it is harder to explain how we have come to see matters rightly than to recognize that we do, in fact, see them rightly. What counts as a theory, moreover, calls for explication as much as does a theory's emergence. (...) When we have in mind a theory that shapes our social vision, there is a progression from a central set of propositions, keyed to a range of paradigm cases and seen as a logical structure, to a " way of thinking " widely enough embraced to have political significance, at least for a given oommunity. In this essay I want to explore some fundamental questions raised by Germain Grisez's theory of natural law ethics.1 These questions are chiefly conceptual. But neither they nor Grisez's theory should be seen in a vacuum. Rather, I would begin by suggesting that the importance of his work, its emergence in some Catholic circles, is linked with two specific moral and political problems. HANINK As a point of chronology, Grisez's early study of rubortion was the context for one of the first formulations of his natural law ethics.2 But why should this have been so? And why should abortion so engage Catholic thinkers, some of whom had felt a distance from explicitly Catholic positions, that Grisez's work should become pivotal? Answers to such questions must be tentative, but they include the following considerations. In a brief period, no more than a decade, legal abortion in the West became entrenched social policy.8 It was a policy, too, supported by dominant intellectual forces. But the new policy, defended in terms of individual freedom and a right to privacy, struck many Catholicsand non-Catholics-as vicious and tragic. It was vicious in that it made expendable the weakest and most vulnerable human beings. Human rights somehow became restricted to the strong and self-sufficient. The policy was tragic in its denial of human community. We are not, however much radical individualism supposes, merely a collection of separate egos. l/Ve are, rather, a community tied to a past and pledged to a future, so pledged, in part, by the children we bear and nurture.4 For in hearing and nurturing children we carry on the love of parents who have done as much for us; and we carry ourselves into a future where we hope our own love will be thus extended. But abortion, and surely unrestricted abortion, betrays this community of trust. Still, a policy so vicious and tragic can make us look for a fresh moral vision. The humanitarian thought did not encounter such challenges that we face today. Biotechnologies outline the perspectives of “posthuman” personology, while digitalization and robotization of almost all spheres of social practice bring to the fore the idea of homodicy – justifying the need for human existence. The article analyzes four blocks of challenges to humanitarian knowledge: achievements in medicine, prosthetics, transplantology and genetic engineering, which outlined the separation of a sentient subject from traditional anthropomorphism ; studies of the brain neurophysiology, which (...) advanced new arguments against free will; costs of ill-considered propaganda of human rights; digitization of almost all socio-cultural practices – from economics and military affairs to the formation and functioning of authority. Digitalization permeates all these “problematization fields,” setting their common conceptual and technological platform. In this regard, the question arises of the humanitarian expertise of modern technologies and the projects of education, communication and management, which implemented with their help. That expertise deals with not only the consequences, progress or even the possibility of implementing such projects, but also with their necessity. The focus and criteria of such expertise are important. Obviously, it cannot be directed only at the preservation of the biological species of homo sapiens and the conditions of its survival. Paradoxical choice arises in a situation where freedom and free will are questioned: which is more important – homo or sapiens? It is time for a clear distinction between the concepts of humanism and humanitarianism, including in the latter the posthuman personology. If humanitarianism is a personology of free spirit, then humanism seems to have a place next to economism and nationalism as forms of confined humanitarianism. This wide range of problems requires comprehension not only of their content but also of the methodology of the humanities and of the prospects of the humanities in modern society. (shrink)

Next SectionObjective The purpose of this article is to investigate the need for ethics support in Dutch healthcare institutions in order to understand why ethics support is often not used in practice and which factors are relevant in this context. Methods This study had a mixed methods design integrating quantitative and qualitative research methods. Two survey questionnaires, two focus groups and 17 interviews were conducted among board members and ethics support staff in Dutch healthcare institutions. Findings Most respondents see a (...) need for ethics support. This need is related to the complexity of contemporary healthcare, the contribution of ethics support to the core business of the organisation and to the surplus value of paying structural attention to ethical issues. The need for ethics support is, however, not unconditional. Reasons for a lacking need include: aversion of innovations, negative associations with the notion of ethics support service, and organisational factors like resources and setting. Conclusion There is a conditioned need for ethics support in Dutch healthcare institutions. The promotion of ethics support in healthcare can be fostered by focusing on formats which fit the needs of (practitioners in) healthcare institutions. The emphasis should be on creating a (culture of) dialogue about the complex situations which emerge daily in contemporary healthcare practice. (shrink)

The National Center for Biomedical Ontology is a consortium that comprises leading informaticians, biologists, clinicians, and ontologists, funded by the National Institutes of Health (NIH) Roadmap, to develop innovative technology and methods that allow scientists to record, manage, and disseminate biomedical information and knowledge in machine-processable form. The goals of the Center are (1) to help unify the divergent and isolated efforts in ontology development by promoting high quality open-source, standards-based tools to create, manage, and use ontologies, (2) to create (...) new software tools so that scientists can use ontologies to annotate and analyze biomedical data, (3) to provide a national resource for the ongoing evaluation, integration, and evolution of biomedical ontologies and associated tools and theories in the context of driving biomedical projects (DBPs), and (4) to disseminate the tools and resources of the Center and to identify, evaluate, and communicate best practices of ontology development to the biomedical community. Through the research activities within the Center, collaborations with the DBPs, and interactions with the biomedical community, our goal is to help scientists to work more effectively in the e-science paradigm, enhancing experiment design, experiment execution, data analysis, information synthesis, hypothesis generation and testing, and understand human disease. Every expansion of power, economic or any other, must find a justification, a principle of legitimacy. All concepts and formulas, expressions and slogans that serve this purpose evidence that all human activity, including politics and imperialism, is by its very nature intellectual and cultural. Carl Schmitt clearly demonstrates that American imperialism corresponds to the legitimating principles and justifying forms of “modern” imperialism. It is in this sense that we must understand his statement: “American imperialism is certainly an economic imperialism; but, (...) as such, it is no less intensively imperialistic.”. (shrink)

If “Big Gods” evolved in part because of their ability to morally regulate groups of people who cannot count on kin or reciprocal altruism to get along, then powerful gods would tend to be good gods. If the mechanism for this cooperation is some kind of fear of supernatural punishment, then we may expect that mighty gods tend to be punishing gods. The present study is a statistical analysis of superhuman being concepts from 20 countries on five continents to explore (...) whether the goodness of a god is related to its mightiness. Gods that looked more like the God of classical theism and gods that were low in anthropomorphism were more likely to be regarded as morally good and to be the target of religious practices. Mighty gods were not, however, especially likely to punish or to be a “high god.”. (shrink)

SETTING: Previous health policies in South Africa neglected the teaching of ethics and human rights to health professionals. In April 1995, a pilot course was run at the University of Cape Town in which the ethical dimensions of human rights issues in South Africa were explored. OBJECTIVES: To compare knowledge and attitudes of participating students with a group of control students. DESIGN: Retrospective cohort study. SUBJECTS: Seventeen fourth-year medical students who participated in the course and 13 control students from the (...) same class, matched for gender. INTERVENTIONS: Students participated in a one-week module on ethics and human rights. Five months after the course had been run, students completed a semi-structured questionnaire exploring their knowledge and attitudes with regards to ethics and human rights issues. MAIN OUTCOME MEASURES: Knowledge scores, attitude scores and various individual indicators of attitude. RESULTS: Clear benefits for overall knowledge score, for four out of five individual knowledge questions and for one of the attitude questions, were demonstrated. Participating students also appeared to be more convinced of the need for teaching on the ethical dimensions of human rights at postgraduate level and that such teaching should also be integrated in the curriculum. The low response rate amongst controls may have selected students who were more socially conscious, thereby leading to an underestimate of the true impact of the course. CONCLUSION: The evaluation indicates clear benefits of the course for undergraduate students, and supports arguments for the inclusion of such courses in the training of health professionals. This is particularly important given the challenges posed by the Truth and Reconciliation Commission to the health professions to address past complicity in human rights abuses through reorientation of medical training in South Africa. Are the places that superhuman beings purportedly act and dwell randomly or arbitrarily distributed? Inspired by theoretical work in cognitive science of religion, descriptions of superhuman beings were solicited from informants in 20 countries on five continents, resulting in 108 usable descriptions, including information about these beings’ properties, their dwelling location, and whether they were the target of rituals. Whether superhuman beings are the subject of religious and ritual practices appeared to co-vary in relation to both features of physical geography (...) and cognitive factors. Good gods were more likely the focus of religious practices than evil gods, and where the gods are thought to dwell mattered. If either the being was thought to dwell in a dangerous place or a resource rich place, it was more likely to have practices directed at it. (shrink)

High-spin states in the odd-odd N = Z nucleus Co-54 have been investigated by the fusion-evaporation reaction Si-28(S-32,1 alpha 1p1n)Co-54. Gamma-ray information gathered with the Ge detector array Gammasphere was correlated with evaporated particles detected in the charged particle detector system Microball and a 1 pi neutron detector array. A significantly extended excitation scheme of Co-54 is presented, which includes a candidate for the isospin T = 1, 6(+) state of the 1f(7/2)(-2) multiplet. The results are compared to large-scale shell-model (...) calculations in the fp shell. Effective interactions with and without isospin-breaking terms have been used to probe isospin symmetry and isospin mixing. A quest for deformed high-spin rotational cascades proved negative. This feature is discussed by means of cranking calculations. (shrink)

Professor Pandit, working among the admirable group of philosophers at the University of Delhi, has written a fundamental criticism and a constructive re-interpretation of all that has been preserved as serious epistemological and methodological reflections on the sciences in modern Western philosoph- from the times of Galileo, Newton, Descartes and Leibniz to those of Russell and Wittgenstein, Carnap and Popper, and, we need hardly add, onward to the troubling relativisms and reconstructions of historical epistemologies in the works of Hanson, Kuhn, (...) Lakatos and Feyerabend. His themes are intrigu ing, set forth as they are with masterly case studies of physics and the life sciences, and within an original conceptual framework for philosophical analysis of the processes, functions, and structures of scientific knowing. Pandit's contributions deserve thoughtful examination. For our part, we wish to point to some among them: (1) an interactive articulation of subjective and objective factors of both problems and theories in the course of scientific development; (2) a striking contrast between the explanatory power of a scientific theory and its 'resolving power', i. e. Celebrated and castigated as the “Hobbes of the twentieth century” and even a modern Machiavelli. Carl Schmitt (1888–1984) is undoubtedly the most controversial legal and political theorist of the twentieth century. He greatly influenced the thinking of such political scientists and political philosophers as Hans J. Morgenthau, Franz Neumann, Otto Kirchheimer, Leo Strauss, and Julien Freund. But Schmitt always spoke and wrote as a jurist. In 1926, Mally presented the first formal system of deontic logic. His system had several consequences which Mally regarded as surprising but defensible. It also, however, has the consequence that A is obligatory if and only if A is the case, which is unacceptable from the point of view of any reasonable deontic logic. We describe Mally's system and discuss how it might reasonably be repaired.

A function is recursive (in given operations) if its values are computed explicitly and uniformly in terms of other "previously computed" values of itself and (perhaps) other "simultaneously computed" recursive functions. Here, "explicitly" includes definition by cases. We investigate those recursive functions on the structure $\mathbf{N} = \langle \omega, 0, \operatorname{succ,pred}\rangle$ that are computed in terms of themselves only, without other simultaneously computed recursive functions.

INTRODUCTION: Delusional misidentification syndromes (DMS) are a group of psychopathological experiences occurring in psychosis, involving the misidentification of a person or place. DMS are often accompanied by hostility towards the object of delusional misidentification. This is of a particular concern in perinatal mental illness due to the potential disruption of the mother-infant bond, and risk of neglect, violence, or infanticide towards a misidentified child. This review aimed to collate all published cases of DMS in postpartum psychosis to further understand how (...) these syndromes present in perinatal mental illness. METHODS: In August 2021, an online database search was conducted using PubMed, MEDLINE, PsycINFO, CINAHL, and Embase to identify all publications reporting DMS in the perinatal period. RESULTS: Nine papers were included in the review involving 8 case reports of Capgras syndrome and one case series involving 4 cases of Fregoli syndrome. Three cases identified organic pathology, which may have contributed to the presentation. The most common subject of misidentification was the patient’s husband (n = 7), followed by their baby (n = 6), hospital staff (n = 4), other family members (n = 3), and self (n = 1). Five cases remark on the impact of perinatal illness on the maternal-infant bond, of which four result in the mother being unwilling to care for the infant as the result of their delusional beliefs. CONCLUSION: This is the first systematic review of the literature in this field. Although small in number, these cases reveal several important learning points including that DMS can occur with or without underlying organic disease. Active exploration of the nature of delusions in postpartum psychosis is required to mitigate the risk of harm to the infant and mother-infant bond. It may also uncover that these syndromes are more common in postpartum psychosis than previously realized. (shrink)
